TCA LEGISLATIVE ACTION:
Rep. Leo Berman has filed HB 399, proposing to give the TCA access to the interest earned by the Cultural Endowment for grants. A copy of the bill may be viewed here.

Executive Director Ricardo Hernandez says regarding HB 399, “TCA’s request has shifted away from [asking for a direct appropriation for] the Texas Cultural Endowment fund because TCA believes legislators want to provide assistance that directly and immediately support arts, cultural organizations and programs within local communities. Subsequently, the Endowment’s goal is a more long-term goal and unable to provide for the desired immediate impact. Nevertheless, TCA is very excited by the prospect of having increased funding to provide to arts organizations as early as next year.” Hernandez goes on to say, “since the pre-filing of Bills began on November 13, 2006, Representative Leo Berman has filed a bill (HB399) which would amend HB 2223 (73rd Regular Session) that created the Texas Cultural Endowment Fund. The amendment would enable TCA to utilize all interest earnings from the Endowment in support of grants to the field. Representative Berman also agreed to carry a bill to amend TCA’s enabling legislation to authorize the distribution of funds through the mini-grant and initiative process. At Representative Berman’s request, the Office of the Attorney General has been asked to assist in the development of language for this amendment. These are two very positive steps designed to increase TCA’s budget and provide immediate support to the field.”
